About Tina
Tina L. Montez serves as the Human Resources Manager for the Maryland Department of Transportation (MDOT), State Highway Administration (SHA), Office of Materials Technology. Tina is responsible for all functional areas of human resources including employee relations, recruitment, benefits, performance management, employment services, classification, compensation, and strategic planning. Recently, she was selected to participate in a pilot cohort designed to help shape the future of training at MDOT SHA. The Supervisory Training & Engagement Program (STEP) II represents the next phase of the Agency’s supervisory development track. Pilot participants contributed to refining the program’s content, delivery, and activities to ensure STEP II is relevant, effective, and valuable for leaders across the organization.
Previously served as HR Administrator in the MDOT SHA Employer–Employee Relations Division, co-leading the development and implementation of a comprehensive driver oversight system in partnership with the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration, materially strengthening MDOT SHA’s transportation safety framework, regulatory compliance, and enterprise risk management objectives.
Tina was as a Subject Matter Expert for Western Governors University, providing strategic feedback on a standard-setting HR Compliance and Employee Relations course. She also served on the Advisory Board for Shenandoah University’s Transformative Leadership Program and the Hoffberger Foundation’s Community Advisory Committee.
She earned an MBA from Dominican University of California, a B.A. in Journalism from Duquesne University, and holds the Society for Human Resource Management (SHRM) Senior Certified Professional credential. She also contributes her expertise as a member of the SHRM Voice of Work Research Panel.
