About Victoria
Victoria Tugade is an accomplished defense industry leader and Associate Director of Material Program Management with Raytheon, bringing extensive experience in supply chain management, program leadership, procurement strategy, and compliance. After returning to college as an adult learner, she earned her Bachelor of Science in Business Administration from Northern Arizona University and built a career spanning university research administration, federal contracting, and defense operations. Earlier in her career at the University of Arizona, she managed complex contract and compliance programs and achieved notable success negotiating agreements with NASA.
Throughout her career, Victoria has remained committed to continuous learning and professional growth. She has completed advanced training and certifications in program management, material program management, Lean methodologies, Six Sigma principles, and financial management. In her current role, she focuses on strategic supplier development and procurement initiatives supporting advanced missile and defense programs. Her expertise encompasses supply chain operations, budget management, contract administration, and organizational leadership.
Beyond her technical accomplishments, Victoria is deeply passionate about mentorship and leadership development. She formally mentors several employees through her organization's mentoring program while also providing guidance to numerous colleagues informally. A member of Women in Defense, she is actively involved in community initiatives supporting animal rescue organizations, food banks, and high school music programs. Victoria believes in the power of professional networks and encourages women entering the industry to be confident, vocal, and unafraid to use their voices as they pursue leadership opportunities.

01What advice would you give to young women entering your industry?
I would encourage young women entering the defense and supply chain industry to build a strong network and rely on it throughout their careers. This field can be challenging, so having trusted mentors and professional connections is invaluable. I also believe it is important to be confident, strong, and willing to speak up in any room. Developing the confidence to use your voice and advocate for yourself is essential to long-term success.
02What values are most important to you in your work and personal life?
Family, mentorship, and giving back to the community are the values that matter most to me. I am passionate about animal rescue, volunteering with my son's marching band, and mentoring others—currently supporting three formal mentees and six to seven informal mentees—which is truly my favorite part of my job.
