Angela D. Harness is a transformational leader with over two decades of experience in organizational leadership, human resources, and customer experience. She has held senior leadership roles across local and state government, most notably at the Michigan Department of State, where she led more than 1,000 employees and implemented innovative programs to improve service delivery. Angela’s expertise spans strategic planning, talent development, recruitment and retention, and performance management, enabling her to drive organizational transformation and build high-performing teams.

Throughout her career, Angela has been recognized for her ability to create meaningful change within complex systems. She spearheaded the establishment of the Bureau of Quality and Customer Experience, developing training frameworks, performance metrics, and culture initiatives that centered the voices of both staff and stakeholders. Angela also led the expansion of Michigan’s WorkShare program during COVID-19, growing participant engagement from 400 to 98,000 and earning national recognition for her leadership and programmatic expertise. Her approach emphasizes collaboration, transparency, and shared ownership, ensuring that policies and systems align with mission-driven outcomes.

Currently, Angela serves as the CEO of Harness Consulting Group, where she continues to advise organizations on organizational development, strategic leadership, and customer experience excellence. She holds a Bachelor of Science in Criminal Justice from Wayne State University, a Ph.D. in Multi-/Interdisciplinary Studies from Capella University, and is pursuing a Doctor of Business Administration in Organizational Leadership at Franklin University. Angela is passionate about building trust, uniting diverse stakeholders, and translating strategy into actionable results that positively impact communities.

What do you attribute your success to?

I attribute much of my success to the guidance and mentorship I’ve received from Judge Wanda Stokes and Hester Wheeler. Their support has been invaluable throughout my career, and I am proud to continue that legacy by mentoring Ayanna Walker, who will be sworn in as a lawyer on July 24th.

I have also been actively involved in the Women Informal Network, an experience that led to my nomination as one of the most influential African American women in Metro Detroit in 2021. Additionally, I am a member of the Eastern Star organization, which is affiliated with the Masons, and I value the sense of community and service it fosters.

What values are most important to you in your work and personal life?

The values that are most important to me in both my work and personal life are continuous learning and perseverance. I am committed to being a lifelong learner, which is reflected in my educational background that spans multiple fields and includes certifications in areas such as quality, diversity, equity, and inclusion. I believe in the importance of seeking wisdom and knowledge throughout one’s career, continuously growing both professionally and personally.
