About Ashley

Ashley Carle is an Assistant Planning Manager in the Management of Mobility office at the Washington State Department of Transportation (WSDOT), where she contributes to transportation planning and the implementation of complete streets initiatives across communities throughout Washington. With 17 years of experience in public-sector transportation and environmental work, she has held several roles at WSDOT, including Multimodal Development Manager, Environmental Procedures Coordinator, and Stormwater Monitoring Field Lead.

Ashley holds a Master of Science in Transportation Engineering from the University of Washington, which she completed through a WSDOT-supported fellowship, as well as a Bachelor of Science in Environmental Science from the University of Washington Tacoma. She has also earned credentials including Lean Six Sigma Black Belt and Prosci Certified Change Practitioner, reflecting her commitment to continuous improvement, organizational change, and effective project delivery.

Throughout her career, Ashley has focused on transportation, environmental compliance, multimodal development, facilitation, and organizational improvement. She is passionate about learning, collaboration, and strengthening transportation systems that serve communities. She has also recently launched her own consulting business, Phoenix Angel Consulting, expanding her professional work beyond her public-sector career.

01What do you attribute your success to?

I attribute my success to hard work, determination, and a commitment to continuous growth. I embrace challenges, remain curious and willing to ask questions, pursue ongoing education, and stay focused on moving forward and making a meaningful difference.

02What’s the best career advice you’ve ever received?

The best career advice I’ve received is to be an encourager rather than contributing to negativity. I believe in staying open to new ideas and learning from others wherever I am.

03What advice would you give to young women entering your industry?

Educate, equip, and empower yourself and others. Advocate for those in need, lead with empathy, and embrace your unique strengths. We each have the opportunity to make a meaningful impact and leave a distinctive footprint in our industry.

04What are the biggest challenges or opportunities in your field right now?

The biggest opportunity in my field is to continue supporting the Washington State Department of Transportation and contributing to its ongoing growth, strength, and success.

05What values are most important to you in your work and personal life?

Integrity, honesty, and kindness guide me in both my work and personal life. I value empowering others, fostering positivity within the team, and leading by example.
