About Dr. Leona
I am a strategic executive, educator, entrepreneur, and retired U.S. Army officer with more than 20 years of experience leading complex programs across military, federal consulting, and enterprise environments. My expertise spans enterprise program and project management, logistics, cost accounting, auditing, infrastructure operations, grants and contract management, facilities management, vendor oversight, and the administration of budgets exceeding $95 million. I have also led organizations supporting more than 8,000 personnel.
I specialize in transforming complex challenges into structured, scalable solutions. My work centers on strategic program execution, operational excellence, financial stewardship, governance, and stakeholder engagement—particularly within infrastructure, public policy and administration, business transformation, finance modernization, logistics, and other mission-critical environments. Throughout my career, I have directed large-scale operational, financial, and modernization initiatives supporting distributed teams and high-profile missions.
As a combat veteran, I led organizations responsible for end-to-end sustainment operations, operational readiness, and fiscal accountability in high-pressure environments. In federal consulting, I led enterprise modernization efforts across more than 100 sites and partnered with executive leaders to redesign business processes, establish governance frameworks, develop executive dashboards and performance indicators, strengthen internal controls, and advance data-informed decision-making.
I am recognized for translating complex regulatory, financial, and operational requirements into actionable strategies and executable roadmaps. My leadership has improved organizational performance, strengthened financial governance, mitigated risk, enhanced cross-functional collaboration, and delivered measurable outcomes aligned with strategic priorities.
Education and mentorship are also central to my purpose. As an adjunct professor, dissertation chair, and executive mentor, I help emerging leaders strengthen their strategic thinking, ethical decision-making, executive communication, and disciplined problem-solving skills. Drawing on doctoral-level research expertise and PMP-certified project management principles, I design and lead qualitative and quantitative research, synthesize complex data, and advise senior leaders on organizational strategy, governance, continuous improvement, and sustainable growth.
I am also the co-founder of Monroe Properties, LLC, a company my husband and I created to provide safe, affordable housing for low-income families throughout the South. As a mother of three and a first-generation college graduate, I understand the importance of opportunity, stability, and representation. Whether I am leading an organization, educating future professionals, building a business, or serving my community, I remain committed to creating lasting impact and helping others move forward with purpose.

01What do you attribute your success to?
I attribute my success to a combination of perseverance, purpose, and the people who have supported and challenged me along the way. I’ve remained committed to continuous growth, embraced opportunities even when they pushed me outside my comfort zone, and treated setbacks as lessons rather than limitations. Most importantly, I’ve stayed grounded in my values and focused on creating a positive impact—not only through what I accomplish, but also through how I encourage and empower others to succeed.
02What’s the best career advice you’ve ever received?
As a first generation college student from the South, the best career advice I’ve ever received is, “Don’t be afraid to take up space.” It reminded me that my perspective has value and that I should speak with confidence, pursue opportunities boldly, and never allow self-doubt to make my decisions for me. I’ve learned that success isn’t about having every answer—it’s about being willing to learn, lead with integrity, and create opportunities for others along the way.
03What advice would you give to young women entering your industry?
My advice to young women entering the industry is to trust your voice, remain curious, and never underestimate the value of your unique perspective. Seek out mentors, build genuine relationships, and don’t be afraid to pursue opportunities before you feel completely ready. Challenges will arise, but resilience, preparation, and integrity will take you far. Most importantly, define success on your own terms and remember to support other women as you grow. It ain’t how you start but how you finish that defines you!
04What are the biggest challenges or opportunities in your field right now?
One of the biggest challenges—and opportunities—in my field is the pace of change. New technologies, evolving customer expectations, and shifting workplace dynamics require us to remain adaptable and forward-thinking. While change can create uncertainty, it also opens the door to innovation, greater collaboration, and more diverse voices in leadership. Those who stay curious, embrace continuous learning, and lead with both agility and empathy will be best positioned to make a meaningful impact.
05What values are most important to you in your work and personal life?
Integrity, authenticity, compassion, and perseverance are the values that guide me in both my work and personal life. I believe in doing what is right, even when no one is watching, treating others with respect, and remaining true to who I am. I also value continuous growth and service—using my experiences to make a meaningful difference and creating opportunities for others to thrive. These principles shape how I lead, build relationships, and define success.
