Maribel McCarroll is a dedicated public service leader with extensive experience in public administration and community well-being. Currently serving as the Behavioral Health Services Act (BHSA) Policy and Implentantion Manager at Stanislaus County, she focuses on strategic planning, policy development, and system-wide transformation to enhance mental health and substance use disorder services. Her excellent communication skills and collaborative approach allow her to design inclusive policies that meet the diverse needs of the community, ensuring equity, access, and accountability across county programs.

Before her current role, Maribel spent over a decade at Merced County Human Services Agency, including roles as a Program Manager for the Continuum of Care, where she managed multimillion-dollar budgets, led cross-functional teams, and oversaw homelessness programs. She has extensive experience in grant administration, contract compliance, and legislative reporting, including managing over $14 million in funding and directing operations for emergency shelters and housing programs. Her commitment to data-driven decision-making and stakeholder collaboration has consistently driven positive outcomes for vulnerable populations.

Maribel holds a Bachelor of Applied Science in Business Administration and Human Resources and is pursuing a Master of Business Administration in Public Administration from Southern New Hampshire University. Fluent in Spanish, she leverages her language skills to foster inclusivity and community engagement. Through her work, Maribel continues to develop policies and programs that improve lives, strengthen systems, and create lasting community impact.

I attribute my success to overcoming early challenges and setting a new path for my family, becoming the first generation to graduate high school and earn a bachelor’s degree, all while raising a large, loving family of 12 children and 16 grandchildren.

The biggest challenge—and opportunity—in my field right now is navigating constant regulatory changes and adapting to them effectively.
