Phebe Fuqua
Phebe Fuqua is the Founder and President of Elite Eagle Developments Inc., a consulting and development firm specializing in business strategy, land acquisition, redevelopment, and workforce and customer experience solutions. Inspired from an early age by a home rooted in curiosity and creativity, she pursued interests in business, engineering, and architecture, shaping a career in strategic consulting and land development. With over a decade of leadership experience, she has managed budgets exceeding $200,000,000, scaled businesses, and revitalized communities nationwide and globally through innovative, people-centered strategies. She has also secured more than $1.2 million in grants and donor funding through targeted campaigns, creating measurable and lasting community impact.
Her work centers on helping individuals and organizations bring their visions to life while strengthening communities, including playing a key role in transforming her hometown through affordable housing and mixed-use development initiatives. Outside of her professional work, she prioritizes balance and personal growth through family life, faith, wellness, music, and the arts. A lifelong supporter of aviation and STEM education, she helps lead a summer aviation and STEM training program in partnership with her father’s pilot organization, creating hands-on learning opportunities that inspire youth and expand access to aviation pathways.

What advice would you give to young women entering your industry?
I would advise young women entering my industry to stay focused on their goals and minimize distractions that can pull them off course. Trust your instincts and pursue the opportunities that resonate with you—if something speaks to your purpose or passion, go for it with confidence and determination.
What are the biggest challenges or opportunities in your field right now?
Currently, the biggest challenges in my field are limited resources, such as materials, and the uncertainty of the global climate. At the same time, there is a significant opportunity to make a meaningful impact by showing up and providing support throughout the process of developing initiatives and advancing growth. This ability to guide and contribute during key developmental moments allows for both personal and organizational progress despite external challenges.
What values are most important to you in your work and personal life?
Consistency and transparency are the values I prioritize most in both my professional and personal life. I believe that maintaining a steady and reliable approach builds trust and fosters long-term relationships, while being transparent ensures clarity, accountability, and integrity in every interaction. By upholding these principles, I strive to create environments where honesty, reliability, and mutual respect are the foundation for success and meaningful connections.
