Phebe Fuqua is the Founder and President of Elite Eagle Developments Inc., a consulting and development firm specializing in business strategy, land acquisition, redevelopment, and workforce and customer experience solutions. Growing up in a home filled with inspiration and curiosity, Phebe pursued her passions in business, engineering, and architecture, which laid the foundation for her career in strategic consulting and land development. With over a decade of leadership experience, she has successfully scaled businesses, managed budgets exceeding $200 million, and implemented innovative strategies that empower both organizations and communities to achieve their full potential.
Phebe’s main area of expertise lies in helping individuals and organizations realize their visions while revitalizing communities. She has played a pivotal role in transforming her hometown of Daytona Beach, negotiating deals for affordable housing and mixed-use developments to address critical community needs. Additionally, she has helped secure over $500,000 in grants for small businesses, fostering local economic growth and creating tangible opportunities for residents. Through her work, Phebe combines strategic insight, operational excellence, and a people-centered approach to development, always aiming to create long-term impact that benefits both individuals and the broader community.
Outside of her professional life, Phebe is dedicated to maintaining balance and personal growth. Her daily routine includes caring for her children, reading, studying, leading worship, and nurturing her physical and spiritual wellbeing through prayer, meditation, and fitness. A lifelong lover of music and the arts, she enjoys singing, playing the piano, and writing, currently working on multiple book projects. Phebe is also a certified pilot, inspired by her father’s military background and passion for aviation. What advice would you give to young women entering your industry?
I would advise young women entering my industry to stay focused on their goals and minimize distractions that can pull them off course. Trust your instincts and pursue the opportunities that resonate with you—if something speaks to your purpose or passion, go for it with confidence and determination.
What are the biggest challenges or opportunities in your field right now?
Currently, the biggest challenges in my field are limited resources, such as materials, and the uncertainty of the global climate. At the same time, there is a significant opportunity to make a meaningful impact by showing up and providing support throughout the process of developing initiatives and advancing growth. This ability to guide and contribute during key developmental moments allows for both personal and organizational progress despite external challenges.
What values are most important to you in your work and personal life?
Consistency and transparency are the values I prioritize most in both my professional and personal life. I believe that maintaining a steady and reliable approach builds trust and fosters long-term relationships, while being transparent ensures clarity, accountability, and integrity in every interaction. By upholding these principles, I strive to create environments where honesty, reliability, and mutual respect are the foundation for success and meaningful connections.
