Measuring the Effectiveness of Multiple-Project Managers and Project Portfolios

When a multiple-project manager possesses the competencies of a single-project manager, they are likely to be more effective in managing multiple projects. The competencies required of a single-project manager include administrative, interpersonal/intrapersonal, business, and technical competencies.

Administrative competencies encompass the knowledge, skills, and experience a project manager needs to plan, organize, and control projects.

Intrapersonal competencies refer to the personal characteristics and internal qualities of a project manager, such as being organized, responsible, proactive, mature, and flexible.

Interpersonal competencies include the knowledge, skills, and experience a project manager needs to interact effectively with project stakeholders. These competencies help multiple-project managers exercise their authority with project team members without having to rely on force or excessive influence.

Business competencies involve the knowledge, skills, and experience a project manager needs to address the strategic and business aspects of projects. These aspects include customer focus, strategic thinking, and managing profit and costs. The business competency of a multiple-project manager has become increasingly relevant as organizations continue to embrace projects as a fundamental component of the business environment (Patanakul & Milosevic, 2008; Pennypacker & Dye, 2002).

Technical competencies encompass the knowledge, skills, and experience a project manager needs to address the technical aspects of a project's product or deliverables (Patanakul & Milosevic, 2008; Pennypacker & Dye, 2002).

Measuring the Effectiveness of Multiple-Project Managers and Project Portfolio Managers

A major reason organizations adopt multiple-project management is to achieve greater efficiency and improve project management. One of the many benefits of measuring the effectiveness of multiple-project managers or project portfolio managers is the ability to evaluate how effectively organizational resources are being used.

In addition to time, cost, customer satisfaction, and project performance, the effective use of organizational resources is another important outcome of multiple-project managers' competencies.

Organizational resources include the employees of the organization. Employee satisfaction is another measure that can be used to determine the effectiveness of multiple-project managers. Similarly, job satisfaction, career growth, and financial benefits are additional measures of effectiveness for multiple-project managers (Patanakul, 2010).
