From her early role as a Supply Clerk at Midlands Technical College to her rise through the ranks at the Auditor’s Office—from Records Manager to Senior Accountant—she has consistently demonstrated mastery in managing complex financial data and driving operational improvements.

Her work includes coordinating tax billing for manufacturers, utilities, and railroads, developing detailed reports for state agencies, and contributing to the county’s new web design project. She also serves on the Richland County Grievance Board, further exemplifying her dedication to civic engagement.

Academic Credentials and Professional Recognition

Keisha holds an associate’s degree from Midlands Technical College and both bachelor’s and master’s degrees from Columbia College, specializing in business administration and strategic management. She is credentialed by attending classes for the Government Finance Officers Association (GFOA), reflecting her commitment to professional excellence.

A Trailblazer in Ministry and Community Service

Beyond her professional achievements, Keisha is a trailblazer in ministry, serving faithfully and diligently in her local church, The Emmanuel Church.. Her pastor, Pastor Rickie Jackson, chose her back in 2019 to lead the charge as the Ministry Coordinator for the Christian Education Ministry for new members, where she welcomes and mentors newcomers with compassion and purpose. Her guiding motto:

“I will meet you where you are, but I won’t leave you there. I will push you higher and better than before.”

Her spiritual leadership extends to multiple roles:

Keisha attributes her success to her strong upbringing, her role as a family woman, and her genuine love for people. Her mother, Virginia E Smith, has shown her how to survive through her life when the decks of cards are stacked up against you. Never let them see you sweat. You can do it only with the help of God.

Keisha is a devoted wife of 33 years to her wonderful husband, Mr. Franklin Bell, an extraordinary mother of 2 outstanding young men, D'Andre and Xavier, and 2 wonderful daughters-in-love, Ashley and Adrian, and a loving grandmother affectionately known as “GiGi.” to four grandchildren, Ariel, Avery, Eli, and Camden and two step-grandchildren, Autumn and Mason.. To many young people in her community, she’s simply “Mama Bell”—a nurturing figure whose wisdom and warmth leave a lasting impact.

Keisha R. Bell is more than a financial expert—she’s a mentor, a spiritual guide, and a matriarch. Her life is a testament to the power of faith, service, and leadership. Whether in the office or the sanctuary, she continues to uplift, inspire, and transform lives.
