Apryl Webb Perrin, LEED AP, AVS, MBA, is Vice President of Preconstruction and Estimating at Smoot Construction Company of Washington, D.C. In this role, she leads early-stage planning and strategy for complex construction projects across sectors such as healthcare, education, commercial development, museums, and sports facilities. She works closely with owners, design teams, engineers, and trade partners to align budgets, schedules, and project goals while ensuring strong coordination from concept through execution.

She brings more than two decades of experience in the construction and engineering industry, with a strong foundation in civil and structural engineering. Prior to joining Smoot, she spent over a decade with Skanska, where she advanced through roles in project engineering, estimating, and preconstruction leadership. Her academic background includes a master’s degree in civil/structural engineering from Stevens Institute of Technology and an MBA in Finance from the University of Maryland’s Robert H. Smith School of Business.

Her areas of expertise include preconstruction planning, cost estimating, procurement strategy, and design-build delivery. She is also deeply engaged in sustainability initiatives such as LEED certification and net-zero building strategies, as well as workforce development and community outreach. Throughout her career, she has emphasized collaboration, early stakeholder engagement, and creating opportunities for diverse and local participation in the construction industry.

What do you attribute your success to?

I attribute my success to a combination of delivering tangible results and creating meaningful human impact. As a builder, I find fulfillment in bringing projects to life, but I am equally driven by the opportunity to influence people, processes, and mindsets in an industry that has traditionally been siloed and homogeneous. I focus on fostering collaboration, communication, transparency, and shared accountability, which leads to stronger teams and better outcomes. Just as importantly, I am motivated by the responsibility of paving the way for more diverse representation in construction—mentoring and supporting young women who can now see themselves in this space and benefit from shared insights, lessons, and opportunities.

What are the biggest challenges or opportunities in your field right now?

The biggest challenge in my field is shifting an industry that has historically been linear, siloed, and demographically narrow toward more inclusive, collaborative, and transparent practices. At the same time, there are significant opportunities in advancing integrated early project planning, accelerating sustainability efforts such as net-zero and LEED-focused design and construction, and strengthening community engagement. There is also meaningful potential in workforce development and expanding access to contracting opportunities for underutilized local and diverse businesses, which ultimately creates more equitable and resilient project outcomes.

What values are most important to you in your work and personal life?

The values most important to me in both my work and personal life are honesty, collaboration, communication, and inclusion. I place a strong emphasis on working with transparency and building environments where people feel heard, respected, and empowered to contribute. Equally important is my commitment to making a positive, lasting impact on communities and investing in the next generation through mentorship and knowledge-sharing, so others have greater access to opportunity and support than those who came before them.
