Rosie DeLuca-Miller, MBA, is a seasoned executive and legal support industry leader with nearly 15 years of experience in court reporting, litigation support, and business operations. Currently serving as Chief Executive Officer of Express Network, A Legal Support Network Company, she oversees strategic growth initiatives, operational excellence, and service expansion across a broad portfolio of legal support solutions. Her career began in finance before transitioning into the court reporting industry, where she quickly developed a passion for preserving the integrity of the legal record and supporting the professionals who make the justice system function effectively.
Throughout her career, Rosie has demonstrated exceptional expertise in finance, operations, and organizational leadership. She progressed through increasingly senior roles at Barkley Court Reporters, advancing from Accounts Payable/Accounts Receivable Clerk to Vice President of Finance and Operations. Her background includes budgeting, forecasting, payroll, invoicing, revenue operations, accounts management, and business process optimization. In 2023, she joined Express Network as Vice President of Revenue Operations before being appointed Chief Executive Officer in 2025. Her leadership style combines financial discipline with a strong commitment to team development, client service, and sustainable organizational growth.
Rosie is widely recognized for her advocacy of certified court reporting professionals and her commitment to maintaining the accuracy and integrity of the official legal record. Under her leadership, Express Network and Express Deposition Services have actively supported industry organizations, educational initiatives, and professional development opportunities within the court reporting community. She holds a Master of Business Administration in International Finance from Southern New Hampshire University and a bachelor's degree from Webster University London. Looking ahead, Rosie remains focused on expanding legal support services, fostering innovation within the industry, and building high-performing teams that deliver exceptional value to clients and legal professionals alike.

01What do you attribute your success to?
My foundation was built on an unwavering work ethic — one instilled early and carried throughout every stage of my career. I attribute much of my professional success to that upbringing, but I am equally quick to credit the extraordinary support system that has surrounded me along the way.
Pursuing an MBA while working full-time, advancing to an executive role, and raising a family are not achievements accomplished in isolation. They require a network of people who believe in your vision and show up consistently — and I have been fortunate to have exactly that.
The same holds true within my organization. I have had the privilege of building a team I consider the finest in the industry — many of whom I have worked alongside at previous firms and was able to bring with me. That continuity of trust and shared professional history is something I do not take for granted.
In a role that demands wearing many hats, it is the strength of the people around me that makes it all possible. I am only as effective as the team behind me — and by that measure, I consider myself very well positioned.
02What’s the best career advice you’ve ever received?
The best career advice I have ever received can be distilled into three principles that have guided every professional decision I have made.
The first is to lead by example. Title and authority mean very little without the credibility that comes from demonstrating the standard you expect of others. The most effective leaders I have encountered do not simply direct — they model.
The second is to never make yourself small to make someone else appear larger. Early in a career, the pressure to minimize your voice, your accomplishments, or your presence can be significant — particularly for women in competitive industries. I learned to resist that impulse. Shrinking does not serve your team, your clients, or the profession.
And the third — perhaps the most enduring — is that true power lies in knowledge. Invest relentlessly in what you know. Stay curious, stay informed, and never stop learning. In an industry that evolves as rapidly as ours, the professionals who prioritize knowledge are the ones who lead it.
03What advice would you give to young women entering your industry?
Never allow someone else's limitations to define your potential. The trajectory of my career has been shaped not by the opportunities handed to me, but by the ones I pursued deliberately — raising my hand, stepping forward, and refusing to wait on the sidelines.
Resilience is the great equalizer in this profession. There will be setbacks. There will be moments that test your resolve and cause you to question your path. But the ability to rise after those moments — not just once, but consistently — is precisely what separates those who endure from those who excel.
If this industry is your passion, pursue it without apology. The road may not be without obstacles, but no meaningful career ever is. Let the challenges sharpen you rather than stop you, and keep moving forward — because the ones who do are the ones who ultimately arrive.
