Page S. Gardner has built a career on a singular insight that transformed how civic organizations approach voter outreach: marital status is a determinant of voting behavior. Her groundbreaking research on this causal relationship revolutionized engagement strategies, particularly for unmarried women, a previously underrepresented demographic in electoral participation.
Her impact on civic engagement extends far beyond a single research finding. Gardner founded and led both the Voter Participation Center and the Center for Voter Information, where she pioneered metrics-based approaches to voter registration and turnout. These organizations established new standards for data-driven strategy in civic outreach, demonstrating how evidence-based program evaluation could dramatically improve results in voter mobilization efforts. Page is also the founder of Innovating for the Public Good: R&D for Democracy (IFPG). Most recently, Page established IFPG as an organization dedicated to identifying, testing, scaling, and resourcing innovations that protect democratic institutions and counter the rise of autocracy - from initial concept through widespread adoption. Through this work, IFPG seeks to radically reimagine the future of democracy.
Today, as President of PSG Consulting, LLC in Washington, DC, she continues to advance democratic participation through strategic guidance and innovative solutions for electoral campaigns, communications efforts, and state and federal policy initiatives.
