Analyzing Project Plans and Statements of Work (SOW)

A project plan is a formal, written document that outlines a project’s objectives, scope, schedule, budget, team roles, and key deliverables. A project plan keeps every member of a project team aligned while providing the scope of the project, managing risks, and providing a clear path from start to finish (Project Management Institute, 2026). This write-up focuses on the analysis of a project’s procurement plan. That is, it examines when an organization wants to procure products or services from outside the organization for the implementation of a project.

The organization in question needs to decide whether to outsource the implementation of a project. The procurement of the project implementation has to be well aligned with the organization’s make-or-buy strategy. Make-or-buy analysis is a process that helps the project management team decide whether it is beneficial, in terms of cost and quality, to procure a product or service or whether it can be produced within the organization (AllMInfoCert, 2011).

The Statement of Work (SOW), also known as a Scope Statement, was previously used to describe project procurement management. It is defined as a summary description of the products or services that are to be provided under contract (ITMGR, 2016). Nonetheless, many projects start well, with great ideas, capital allocations, and the exertion of human effort, but do not end up achieving successful results. One of the main reasons for an unsuccessful project is the inability to adequately define the project scope at the commencement of the project. An adequately specified and well-managed project scope will result in deliverables with a high level of quality, efficient costs, and completion within the time limit indicated to the client or sponsor. In addition, there should be a well-defined distinction between project scope and product scope, as this can greatly aid in achieving project success (Mirza et al., 2013).

The tools and techniques that can be used to identify the work to be contracted to an outside entity are:

  • Prioritizing the supply based on the criticality of the equipment.
  • Assessing the ability of any supplier who shares their long-term vision to bring academic research projects to clinical solutions.
  • Assessing all suppliers that provide proposals, whether their companies can service only one type of equipment or multiple types of equipment.

Some of the source selection criteria are:

  • The supplier’s understanding of what the buyer/client needs.
  • Overall life-cycle cost.
  • The seller’s technical capability.
  • Who bears the most risk?
  • The supplier’s past performance.
  • The supplier’s financial capacity.
  • The warranty on the equipment, and more.
