Small business owners already carry heavy burdens, but in the HVAC industry, the weight has grown even heavier. Since 2019, the cost of HVAC equipment has nearly doubled. For example, a basic 4-ton heat pump that cost about $5,800 in 2020 now exceeds $10,000 in 2025. Industry-wide, equipment prices have risen 40–100% due to inflation, supply chain disruptions, and new regulatory requirements.

These increases don’t just squeeze contractors—they hit homeowners too. Families who once could afford a replacement system now face sticker shock, delaying upgrades and leaving small businesses struggling to close sales.

The Refrigerant Transition

Another major hurdle is the refrigerant shift mandated by the American Innovation and Manufacturing (AIM) Act. By 2025, systems must use refrigerants with a Global Warming Potential (GWP) under 700, phasing out R-410A (GWP 2,088). The replacements—A2L refrigerants like R-32 and R-454B—are mildly flammable. While safer than pure propane (A3 classification), they still require new safety features such as pressure-relief valves, left-handed threading, and stricter installation standards.

This means manufacturers must redesign equipment, contractors must retrain, and homeowners must pay more for systems that meet the new codes. Supply of these refrigerants has also been inconsistent, adding another layer of difficulty for small businesses.

Package Units and Availability

Package units, once a reliable option, are now hit-or-miss in availability. While high-efficiency models may qualify for federal tax credits under the Inflation Reduction Act, supply chain delays and regulatory changes have made them harder to source consistently.
