Morgan Chavez, MPH, is a senior health policy analyst at Health Care Service Corporation with a strong foundation in health policy, advocacy, and public service. She currently serves on the Board of Directors for the New Mexico Alliance of Health Councils, where she helps advance community-driven approaches to improving health outcomes across the state. Based in Albuquerque, Morgan is recognized for her ability to translate complex policy issues into actionable strategies that support both health systems and the communities they serve.

Morgan’s professional experience spans health policy analysis, lobbying, and behavioral health, bringing together perspectives from government, payer organizations, and frontline care. Prior to her current role, she worked as a health policy analyst with Blue Cross and Blue Shield across multiple states, as well as a lobbyist advocating for health-focused legislation in New Mexico. Her early career also includes experience in applied behavior analysis (ABA) therapy and the service industry, which shaped her people-centered approach and strong communication skills.

Morgan holds a Master of Public Health in Health Policy from The George Washington University’s Milken Institute School of Public Health and a Bachelor of Science in Political Science from the University of New Mexico. She remains actively engaged in volunteer leadership, including service with the New Mexico Statewide Maternal Health Task Force and employee experience initiatives within her organization. Passionate about equity, community engagement, and policy impact, Morgan is committed to advancing solutions that improve health and well-being at both the system and community levels.

What do you attribute your success to?

I attribute my success to being willing to step outside my comfort zone and take on roles that broaden my perspective while staying grounded in purpose. In March 2025, transitioning from a New Mexico–focused government relations role into a national policy position allowed me to think more expansively while continuing to advocate for diverse and historically underserved communities. I’ve also grown through leadership beyond my formal role, including two years as a co-leader of an employee engagement council, which strengthened my commitment to collaborative leadership and inclusive culture.

What advice would you give to young women entering your industry?

I would encourage young women to challenge imposter syndrome and not let self-doubt limit their potential. Say yes to opportunities, even when they feel uncomfortable or unfamiliar, because each experience will either support your career growth or contribute to your personal development. Trust that every step—successful or not—is part of building confidence, skills, and clarity in your path forward.

What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges in my field is the public perception of the healthcare industry, especially as healthcare policy continues to evolve at a rapid pace. A critical issue is aligning policy with lived experience—too often, systems are designed without fully considering how people, particularly those in underserved communities, actually navigate care. Access is more than coverage; it’s about intentionally removing barriers and embedding equity into policy decisions, which is why I’m proud to work for an organization that truly puts a “member first” philosophy into practice.

What values are most important to you in your work and personal life?

Community is at the center of everything I do—whether that means supporting local communities or honoring and uplifting tribal communities. I deeply value cultural appreciation and respect, recognizing that our differences are what make us stronger. I also believe in integrity and accountability: being truthful, standing by my word, and ensuring my actions consistently follow. In both my work and personal life, I prioritize collaboration, employee voice, and inclusive leadership, knowing that meaningful and sustainable progress happens when people feel heard, respected, and empowered.
