Lucy Stewart
Lucy Stewart is the owner and principal of LAS Consulting & Permit Solutions Plus, a land use consulting practice serving clients across Southern Nevada jurisdictions. She works closely with clients to prepare applications, negotiate with staff and elected or appointed officials, and represent projects at public hearings. With more than two decades of experience in land use and planning, Lucy combines strategic insight with practical expertise to guide projects from concept through approval, balancing private development goals with public process requirements.
Lucy’s professional focus centers on government relations and navigating municipal and county processes to help clients achieve their development objectives. She emphasizes respectful engagement with planning staff, attentively listening to community concerns, and building relationships that bridge private- and public-sector perspectives. Her approach prioritizes collaboration, clear communication, and integrity, ensuring projects move forward efficiently and with transparency.
Lucy began her career in public planning with the City of Plano, Texas, and later joined the Clark County Planning Department in Southern Nevada, where she rose to Assistant Director over Current Planning. In 1997, she was appointed to the Public Utilities Commission, and in 1999 she transitioned to private practice as principal and owner of her consulting firm. Outside of her professional life, Lucy enjoys traveling to Italy, attending opera performances, and spending quality time with friends, reflecting her love for culture, community, and meaningful experiences.

What advice would you give to young women entering your industry?
Build real relationships, listen carefully, treat people (including government staff) with respect, and see successful projects as the product of teamwork across sectors.
